Comment on Department of Environmental Quality’s draft Virginia Water Protection Permit for Appalachian Power Company’s operation of the Claytor Hyroelectric Project at Claytor Lake in Pulaski County, Virginia (FERC Project P-739) to: Brenda Winn Dear Ms Winn, As a landowner and citizen interested in protecting the environment and resources within and around Claytor Lake, I request that a public hearing be held to discuss DEQ’s proposal to require the discontinuation of drawdowns at Claytor Lake. I, as well as many of my neighbors, use drawdown to perform essential maintenance, cleanup and stabilization along the Claytor Lake shoreline. Drawdown enables us to protect our properties, and to ensure our continued access, enjoyment and safety at Claytor Lake. Our activities benefit the quality of the Claytor Lake environment for everyone. Without drawdown, I and others will be unable to perform needed shoreline activities. As a result, our properties will decline in condition and value, and our ability to access, and safely enjoy Claytor Lake will suffer. The water quality and mussels DEQ is trying to protect will also be negatively affected because we will be unable to protect shorelines against erosion. I request a hearing to develop alternatives to allow for continued drawdown. Among these alternatives could be changing the timing, depth and frequency of drawdown. Appalachian could also be required to mitigate for mussel losses and promote mussel populations through propagation and further study of mussels within the Lake.
