Two important meetings regarding the re-licensing of the Claytor Hydro-electric
Power Plant are taking place this week and we encourage you to attend:

A little background on the re-licensing from the Claytor Hydro Website:
Appalachian Power Company is seeking a new license to operate the Claytor
Hydroelectric Project. Appalachian has an existing license to operate the Claytor
Hydroelectric Project from the Federal Energy Regulatory Commission (FERC). FERC
is responsible for issuing licenses for constructing, operating and maintaining non-
federal hydroelectric power plants. The new license must take into consideration the
environmental as well as economic aspects of continued operation of the project. The
conditions of the license identify the responsibilities of the Licensee that will assure
the best comprehensive use of the waterway where the project is located.
The Claytor Project was first licensed in 1943. In 1981, FERC re-licensed Claytor for
an additional thirty-year period, with this current license set to expire on June 30, 2011.
On January 6, 2006, Appalachian Power filed its Notice of Intent with FERC to re-license
the Claytor Project.
FERC’s Integrated Licensing Process (ILP) will be utilized for re-licensing the Claytor
Project. The ILP provides for increased public participation in pre-filing consultation, early
involvement of the FERC staff in the process, establishment of a process plan and
deadlines for all participants and greater coordination among FERC and federal and

Construction of Claytor Dam was completed in 1939, and since that time the facility has
been used to generate electricity continuously, except for periods of scheduled maintenance.
The Project was designed by American Electric Power Services Corporation of New York.
