1. Recognition of FOCL Contributors

2. Seating of New FOCL Board Members
The Board of Directors of the Friends of Claytor Lake is pleased to announce that we
officially seated 5 new Board Members at the January Board Meeting:

3. Bullard Family Conservation Easement
We have really big news from the Bullard family of Claytor Lake:  they recently
placed 450 acres of their lakeshore farm near the dam under conservation easement.
The easement permanently restricts development on the property to ten houses and
maintains its agricultural use. The property, comparable in size and amount of
shoreline to the Claytor Lake State Park, has been in the Bullard family for 200
years. Mary Bullard, 91, grew up on the farm and she and her family wish to see it
remain a farm. It’s placement under easement will forever enhance the beauty,
tranquility and value of the lake and surrounding properties. With this move
the Bullard family could not have made a greater contribution to posterity.

Those wishing to further benefit from the Bullard's easement can also save on their
Virginia income taxes by buying Virginia income tax credits at a discounted price
from the Bullards. In placing their property under easement, the Bullards received
Virginia tax credits for their donation and they have more than they can use.
Virginia law allows them to sell their tax credits to other Virginia taxpayers. For

4. U.S. Coast Guard Auxiliary Boating Safety Classes
There’s no better way to get a right start in recreational boating—or to get it right
now, if you’ve already started—than participating in a boating safety class put on
by our local Coast Guard Auxiliary. There are three dates to choose from as shown
in this flier put out by our local USCGA:



5. FOCL Board of Directors Retreat
The FOCL Board will be going on a retreat in the month of February to discuss
the development of the organization, strategy and the future of the Friends of
Claytor Lake. This retreat will be facilitated by Gary Ellerman of Radford
University. Please note that the retreat will take the place of our normal
monthly Board Meeting and the next Board Meeting will be held on Tuesday,
March 13th, 2007.


6. Update on Virginia Boating Safety Bill
From new Board Member, Robert Blankenship, (FOCL’s representative regarding this Bill):
“HB 1627, mandating boater safety education in Virginia, passed the House of
Delegates today [Monday, January 29, 2007] by a margin of 90 for and 8 against.  
The bill will now be forwarded to the Virginia Senate on 'Crossover Day,' February
7th, to be taken up there. As we determine the schedule of the Senate's vote on
this bill and any corresponding strategy that we need to employ regarding that vote,
we will forward that information to you. I would like to extend a heartfelt 'thank you'
to all who called or wrote their Delegate on behalf of this measure.

7. Job Postings for Claytor Hydro Re-Licensing Study
Please note these job postings were also sent out earlier this week.

Two Survey Clerks are Needed for Recreation Study:

1. Claytor Lake
Survey clerk needed for recreation study at Claytor Lake. Position is for a back up clerk who can fill
in as needed with a greater need in March & April tapering off later in the spring. The ideal candidate
is someone who wants to be involved with a recreation study on a part time - as needed basis.
Position involves interviews and spot counts of people recreating at the public access areas around
the lake and entering the data onto a hand held computer. Study runs from March 1 through
November 30th. The study plan calls for 20 days a month to be sampled so this position is to
provide support to the primary survey clerks as their schedule requires. This person may also
provide support to study along the New River portion of the study discussed below.

2. New River
Survey clerk needed for a recreation study along the New River between Claytor dam and the 460
Bridge at Glen Lyn. Position involves interviewing people recreating at public and informal access areas
along the river in a study to characterize recreational use and activities of the reach. Typical day would
involve visiting a series of public boat ramps at pre-determined times and conducting interviews and
user counts and logging the information into a hand held computer for later analysis in the master
database. Study runs March 1 through November 30th, 9 days a month (6 weekends/3 weekdays
each month). Potential to assist as needed for similar work around Claytor Lake during the same time
period as mentioned above.  

 
Ideal candidate for both positions will have experience interacting with the public,
be independent, motivated, and responsible, follow direction, adhere to details,
and stay committed to the study. Study requires weekends and holidays and work
throughout the summer and into the fall in one of the more beautiful job settings.
Must have own car. Pay negotiable based on experience; reimbursement for mileage
driven getting from site to site.  

We’re looking to hire and train the right person before February 13th, 2007.
